Ukraine's fragile ceasefire appears to be one-sided. The government said it has pulled most of its troops out of Debaltseve, while rebels have continued their onslaught.

"This morning the Ukrainian armed forces, together with the National Guard, completed an operation for a planned and organized withdrawal from Debaltseve," President Petro Poroshenko said in a statement.

"As of now we can say that 80 percent of our units have left," he said.

On the flip side, Ukraine's military said the Russian-supported rebels launched five artillery strikes on Debaltseve overnight, which is a massive violation of the peace accords that were reached last week.
